10.1 Inclusion of All 2025 Data
IRWD’s 2025 UWMP reports the water use and planning data on a FY basis. The water use and required data in IRWD’s UWMP is reported through June 30, 2025. This 2025 UWMP serves as an update to IRWD’s 2020 UWMP. IRWD’s 2025 Water Shortage Contingency Plan (WSCP) is consistent with the 2025 UWMP and shall be adopted prior to or on the same day as the 2025 UWMP.
10.2 Notice of Public Hearings
Pursuant to Water Code Sections 10621(b) and 10642, IRWD provided notice to the seven cities in its service area, County of Orange, and the public of IRWD’s planned public hearings. The public hearings provide an opportunity for the cities, county served by IRWD and any interested party an opportunity to provide input on the UWMP prior to its adoption. IRWD’s notifications are described below. As stated in Section 2, during the preparation of the 2025 UWMP, on February 3, 2026 IRWD notified, via email all of the cities within IRWD’s service area and the County of Orange of IRWD’s intent to update the UWMP and provided the opportunity for them to submit comments during the update process. As required, the notification was dated more than 60 days prior to the public hearing date. Copies of the notification letters are included in Appendix C . IRWD did not receive any comments from the cities or County with regards to the 2025 UWMP update. On April 20, 2026, IRWD notified all the cities within IRWD’s service area and the County of Orange of IRWD’s scheduled public hearings for the 2025 UWMP and the 2025 WSCP for June 22, 2026. At that time, the IRWD Board of Directors will consider adoption of the 2025 UWMP and the 2025 WSCP. These notices are also included in Appendix C . The list of cities and County and notifications by IRWD are shown below in DWR Table 10-1 .
