Draft 2025 Urban Water Management Plan

Since 2010, the District has delivered approximately 130,000 AF of water to the Water Bank facilities for storage on behalf of IRWD and its banking partners. Currently, IRWD has nearly 46,000 AF in storage for its use during a critically dry period. IRWD coordinates with Rosedale to ensure SGMA coverage for the IRWD water banking projects in Kern County. In 2023, Rosedale established the Rosedale-Rio Bravo Water Storage District Groundwater Sustainability Agency (RRBWSD GSA). Previously, Rosedale was a member of the Kern Groundwater Authority GSA. The RRBWSD GSA coordinates with other local GSAs within the Kern County Subbasin to produce a comprehensive Annual Report that demonstrates GSP implementation for the entire Kern County Subbasin. In addition, the Kern County Subbasin GSAs produced an amended GSP that was submitted to DWR in 2025. The annual reports and amended GSP can be found on the Kern Subbasin Groundwater Sustainability website (https://kerngsp.com). The most recent Kern County Subbasin GSP Annual Report for Water Year 2025 was completed March 31, 2026 and is also published on the website (https://kerngsp.com/wp-content/uploads/2026/04/FINAL-WY2025-AnnRpt-COMPLETE- opt.pdf). All IRWD Water Banking projects are within the jurisdiction of the RRBWSD GSA and in compliance with the Kern County Subbasin GSP.

During the reporting year IRWD did not remove water from storage.

Law

10631 (f). Include a description of all water supply projects and water supply programs that may be undertaken by the urban water supplier to meet the total projected water use, as established pursuant to subdivision (a) of Section 10635. The urban water supplier shall include a detailed description of expected future projects and programs that the urban water supplier may implement to increase the amount of the water supply available to the urban water supplier in normal and single-dry water years and for a period of drought lasting five consecutive water years. The description shall identify specific projects and include a description of the increase in water supply that is expected to be available from each project. The description shall include an estimate with regard to the implementation timeline for each project or program.

To continue reducing its reliance on costly imported water supplies, IRWD has evaluated the development of additional groundwater supplies that are not included in existing available supplies. IRWD is pursuing the development of additional groundwater facilities in the west Irvine and Tustin portions of the Basin to serve future potable demands. These groundwater supplies are considered under development. However, four wells have been drilled and have previously produced groundwater, three wells have been drilled but have not been used as production wells to date, and a site for an additional well and treatment facility has been
