E. Water Waste Prevention
IRWD’s budget-based rate structure, based on cost of service, limits the amount of water allocated to each customer to an amount that is reasonable for the customer’s needs and property characteristics, reducing wasteful use of water. In addition, the following permanent measures are designed to prevent water waste, IRWD’s Rules and Regulations (Section 15): • Gutter Flooding: No person shall cause or permit any water furnished to any property within IRWD to run or to escape from any hose, pipe, valve, faucet, sprinkler, or irrigation device into any gutter or otherwise to escape from the property if such running or escaping can reasonably be prevented.

Leaks: No person shall permit leaks of water that he has the authority to eliminate.
•
Washing Hard Surface Areas: Washing down hard or paved surfaces, including but not limited to sidewalks, walkways, driveways, parking areas, tennis courts, patios or alleys is prohibited except when necessary to alleviate safety or sanitary hazards.

Waste: No person shall cause or permit water under his or her control to be wasted.

Washing of Motor Vehicle: No person shall wash a motor vehicle with a hose not fitted with a shut-off nozzle.
•
Use of Potable Water in a Fountain: No person shall use potable water in a fountain or other decorative water feature, except where the water is recirculated, or recirculation would cause a public health safety or sanitary hazard.
• Application of Potable Water to Outdoor Landscapes: No person shall apply potable water to outdoor landscapes during and within 48 hours of measurable rainfall.
•
Irrigation of Street Medians: No person shall use potable water to irrigate ornamental turf on public street medians during a declared shortage or pursuant to any regulation adopted by the State Water Resources Control Board.
•
Single Pass Cooling: No person shall operate a single pass cooling system.
