3.3 Stages of Action by Level • The levels of shortage are declared at the discretion of IRWD’s Board depending on the assessment of the available water supplies and demands. As part of the declaration, the Board will implement specific demand management measures. Table 3-4 provides the levels of shortage that may be declared, and a combination of the potential strategies that are likely to be sufficient to achieve the necessary demand reductions according to the severity and duration of the shortage. It is at the Board’s discretion to use a combination of water shortage measures in a way it deems most appropriate.
