patterns may shift, and the changes may affect water uses. Climate change considerations with respect to customer uses include increased outdoor water use as a result of warmer weather cycles and changes in agricultural demands due to higher temperatures. Potential increased outdoor water use due to climate change would be less of an impact in IRWD’s service area because a significant portion of outdoor demands are met with recycled water, which is considered a more drought-proof supply. Prolonged drought periods can result in reductions in customer water use. The risks and uncertainties of the impacts of climate change on long term water supplies are discussed in Section 7.
4.3 Distribution Water System Losses
The distribution loss standards pursuant to Section 10608.34 were adopted by the State Water Resources Control Board (SWRCB) in 2022. The SWRCB set IRWD’s real loss standard at 20 gallons per connection per day (gpcd) and at 6.4 gpcd for apparent losses. IRWD developed its water loss management program in the 1980’s and continues to operate a robust and effective water loss prevention program. As a result, IRWD consistently maintains real and apparent water losses below its state standards and expects that it will continue to meet the standards into the future. DWR Table 4-5 below shows the report submittal status for IRWD’s water loss audit reporting from 2020 to 2024. IRWD’s validated audits from FY 20-21 to FY 24-25 can be found at https://wuedata.water.ca.gov/awwa_plans. In 2028 the SWRCB will determine compliance with the water loss standards based on one of the audits submitted for 2025, 2026, or 2027. DWR Table 4-6 included in Appendix D shows IRWD’s progress toward meeting the 2028 water loss standards. IRWD’s real loss in 2024 was 12.9 gallons per connection per day, compared to a standard of 20 gallons per connection per day. IRWD’s apparent loss in 2024 was 5.1 gallons per connection per day, compared to a standard of 6.4 gallons per connection per day.
