Section 5 | SBX7-7 Baselines and Targets

10608.40 Urban water retail suppliers shall report to the department on their progress in meeting their urban water use targets as part of their urban water management plans submitted pursuant to Section 10631. The data shall be reported using a standardized form developed pursuant to Section 10608.52.

5.1 2020 Water Conservation Mandate

With the adoption of the Water Conservation Act of 2009, also known as SB X7-7, agencies across the state were required to reduce urban water use 20 percent by 2020. In 2010, urban water agencies were required to calculate baseline and target water use for the years 2015 and 2020 in accordance with DWR’s Methodologies for Calculating Baseline and Compliance Per Capita Water Use . To meet this requirement, in 2010 IRWD calculated and reported on individual baseline gallons per capita water use (GPCD), a 2015 interim target, and 2020 water use target. For purposes of SB X7-7 calculations, GPCD is total water use within a service area, divided by population, and it is measured in gallons. In their 2015 UWMPs, water suppliers were required to demonstrate compliance with their interim calculated targets. In its 2015 UWMP, IRWD demonstrated individual compliance with both the 2015 interim water use target (192 GPCD) as well as the 2020 target (171 GPCD) with a reported GPCD of 129. In 2020, IRWD demonstrated additional reductions in daily per capita water use, and individual compliance with its 2020 target of 171 GPCD with an actual GPCD of 95 as shown in DWR Table 5-1 . For details on how IRWD calculated its target and compliance with SBX7-7, as well as the complete compliance report tables refer to IRWD’s 2020 Urban Water Management Plan. The 2020 GPCD demonstrated IRWD’s long-term commitment to ongoing water use efficiency in its service area in addition to significant local and regional investments in recycled water and potable reuse.
